August 2010
Commons/Health Care Building: The design/build contractor request for proposal is scheduled to be issued on August 20th and cost proposals will be due September 24th.
Information Technology Relocation (IT): The IT design is 100% complete. The procurement of the IT contractor remains on schedule.
Chiller Relocation and Cooling Towers: The final chiller and cooling tower construction documents (including the new electrical services) were complete in July. Currently the bids are due back on August 17th.
Design/Build Contractor Procurement: The design/building contractor request for qualification (RFQ) was posted on the FEDBIXOPS web site in March 2010. The selected contractors will receive the request for proposal (RFP) on or about August 20th based on the final bridging documents. The Contractors will be notified of their selection once the selection board final report has been approved.

Commons/Health Care Building: The project remains on schedule with the bridging design documents 100% complete.
Information Technology Relocation (IT): The IT design is 100% complete. The GSA/Jacobs/AFRH interviewed the proposed 8(a) contractor and will conduct a site visit with the contractor. Amendment No. 1 was issued to the RFP to incorporate revised cable routing from the Sherman to the Old Administration building and requirements for identifying and tagging all existing phone lines within the buildings.
Chiller Relocation and Cooling Towers: The chiller and cooling tower design (excluding the new electrical services and cooling tower enclosure) is 100% complete, and will be issued on July 9tht as the final construction documents.
Design/Build Contractor Procurement: The design/building contractor request for qualification (RFQ) was posted on the FEDBIXOPS web site in March 2010; technical qualifications were received in April 2010. The draft selection report has been written and is currently under review by GSA’s Contractors. The selected contractors will receive the request for proposal (RFP) on August 2nd based on the final bridging documents.

Commons/Health Care Building – Preliminary Concept Design: The project remains on schedule with the bridging design documents currently 82% complete.
Environmental Assessment: The revised concept was formally submitted to CFA staff and approved by the board. The board also agreed to allow the final concept submission to be reviewed at staff level and voted on the consent calendar by the board on July 15th.
Information Technology Relocation (IT): The IT design is 100% complete. The GSA/Jacobs/AFRH interviewed the proposed 8(a) contractor and will conduct a site visit with the contractor during early June. The RFP will be issued in early June with the bid due July 2nd.
Chiller Relocation and Cooling Towers: The chiller and cooling tower design (excluding the new electrical services and cooling tower enclosure) is 100% complete, and will be issued on July 1st as the final construction documents.
May 2010
Preliminary Design: Commons/Health Care Project remains on schedule with the bridging design documents currently 73% complete. The final bridging documents are scheduled to be completed on July 26th and ready for incorporation into the design/build contractor request for proposal scheduled to be issued on August 2nd.
Environmental Assessment: The Environmental Assessment (EA) draft final report was submitted to the NCPC has been approved. The EA was posted for one month for the public review and comment period, the final EA will be submitted to NCPC for final review and sign-off.
Information Technology Relocation (IT): The IT design is currently 89% complete. The preliminary final design documents were issued in April 2010. The AFRH has elected to utilize a Centrex phone switch system in lieu of the Private Branch Exchange (PBX) system currently in the design documents. The finial IT relocation design documents will be completed on May 25, 2010.
Chiller Relocation and Cooling Towers: Paralleling the building bridging document design effort is the development of the chiller relocated and new cooling tower construction documents. The chiller and cooling tower design is currently 89% complete.

Concept submissions were made to NCPC and CFA; final approval is expected by July 1, 2010.

Design completion is currently at 67% complete and on schedule. The final chiller and cooling tower construction documents will be completed on May 20, 2010.
January 2010
Three preliminary concept designs were submitted to AFRH for review. Concept 2 was selected by AFRH.
At the January meeting of the Scott Project Focus Group, discussions were held regarding the Preliminary Concept Design.
Bridging design is 45% complete.
Chiller and cooling tower design is 56% complete and on schedule.
IT design is 20% complete and on schedule.
December 2009
IT design scope was finalized with design costs negotiated and agreed upon.

Commons/Healthcare building Space Planning was approved by AFRH.
Community Stakeholders Meeting, as required, was held on November 23, 2009.
Commons/Healthcare building Design Charrette was held on November 30, 2009.
October 2009
The project team (AFRH, GSA, Jacobs and DiMella Shaffer) created a Parterning Mission Statement.
The Site Acquisition Stage, Geotechnical Study, Property Survey reports and Pre-Design Stage, Environmental Hazard Report were completed.
A Space Planning report was presented.
September 2009
Commons/Healthcare Building scheduled for completion late December 2012.
Design is 10% complete with July 30, 2010 target date for final design completion.
Chiller and Cooling Tower Design: 20% complete with May 31, 2010 target for final completion.
August 2009
At the August meeting of the Scott Project Focus Group, discussions were held regarding the telephone service and technology improvements. Questions were answered regarding dining, the library, the new Commons, guest quarters, designs, and administrative locations during the transition. The September meeting will focus on dining and the library.
GSA completed an alternative study on the Resident Voice over Internet Protocol (VoIP) to be used for the entire campus on August 5, 2009. The AFRH is currently reviewing the IT options. A GSA selected contractor will relocate the IT and chiller service to the Sheridan Building before demolition of the Scott Building.
GSA has awarded contracts to Design Management Associates (DMA) for the IT Relocation Study review support and to Leo Daly for preparation of the Independent Government Estimate for Bridging Architect-Engineer fees. GSA selected Dimella Shaffer, Boston, Massachusetts as the Bridging Design Architect-Engineer and Jacobs Engineering as the Construction Manager (CM) on August 31, 2009.

At the July meeting of the Scott Project Focus Group (PDF), plans for the floor layouts and the connector bridge from Sheridan to Sherman were discussed. See the slides posted here. GSA has been working towards fair and reasonable pricing agreements thereby creating several revisions to the Statement of Work (SOW) for both the Bridging Architect and the Construction Manager (CM). Contracting for these 2 key components are major milestones which entailed much work. GSA?s internal review and approval by their contracting and legal should result in an award by the end of August 2009.

AFRH is working on the following:
- A study for the Scott chiller relocation to Sheridan is complete. The contract for the relocated chiller construction will be managed by GSA.
- A study for the Scott IT hub relocation to Sherman is complete. However, an alternative study on voice over internet protocol (VoIP) to be used for the entire campus is underway. This study is expected to be completed in August. The contract for the IT hub relocation construction will be managed by GSA.
- The scope of work for the relocation of Scott Dining to the Sherman Building is complete. Currently, negotiation is underway for the preparation of contract document for construction.
- Investigating a leased environmentally controlled module bridge system connecting the Second Floor of Sheridan into the First Floor of Sherman to provide resident access to the temporary Sherman Dining Hall.
- Planning for the detailed temporary transitional programmed spaces in Sheridan.

The Resident Advisory Council (RAC) formed a committee for the Scott Project which will meet monthly with Mr. Steve McManus in the Scott Lounge. The group will learn about plans for the Scott Project and ask questions. All residents are encouraged to attend these meetings to learn more. Look for the announcements of the dates and times.

Bridging Design Architect-Engineer: GSA is procuring the Bridging Design Architect-Engineer (AE) using GSA's Design Excellence procedures. In Stage One of the Design Excellence procedures, the selection panel (consisting of GSA, AFRH and a Peer member) reviewed the AE portfolios and short-listed the most qualified firms.
On March 26 and 27, the 4 firms were interviewed as a part of Stage 2. The GSA anticipates awarding the Bridging Design AE contract by June 30, 2009.
Construction Manager: Proposals were submitted on March 18 and the CM panel met on March 23-25 to short-list the most qualified firms. The Source Selection Evaluation Panel made a selection for the CM that is pending final approval by the Source Selection Authority. The GSA anticipates awarding the Construction Manager contract by June 30, 2009.
Mr. Cox presented the FY 2010 budget to Congress to request the $70 million from the Trust Fund for capital improvements for the Scott Project.

AFRH Long Range Financial Plan for FY09-18 is completed projecting how the Trust Fund will remain solvent as AFRH implements the Scott Project and stands up the new Gulfport facility.
In Stage 2 of the Design Excellence procedures the GSA selection panel interviewed the four short-listed Bridging Architect firms and ranked the firms. The highest ranked firm will prepare a proposal based on the bridging design AE scope of work. The GSA anticipates awarding the Bridging Design AE contract by June 30, 2009.
Proposals from firms to work as the Construction Manager (CM) were due in March. The CM panel short-listed the most qualified firms.

GSA and AFRH met with National Capital Planning Commission (NCPC) and NCPC agreed that proceeding with the Scott Project doesn’t require amendments to the Washington Master Plan.

Vitality Plan completed on 995 AFRH residents to assess levels of care and needs for services. Data helps shape the concept design for the new construction.

AFRH and the General Services Administration (GSA) signed a Memorandum of Agreement (MOA) that defined the roles and responsibilities of the ARFH and the GSA for the Scott Project. GSA’s project scope includes demolishing the Scott Building and replacing it with new construction of a Commons building and a Healthcare building.
Drafts of the resident profile, program of requirements and conceptual designs for renovations were submitted by the contractors to AFRH for review. Additionally, concepts for the redistribution of heating and utilities affected by the Master Plan were submitted for review.

National Capital Planning Commission (NCPC) reviewed the final master plan and transportation management plan for AFRH, approving Zone A and returning Zones B and C to the AFRH Zone.
